Classification of special cargo

The current "Guidelines for cargo on domestic routes (RSE-85) contains references to the particular (special) conditions of carriage:" The carriage by air shall be taken as certain types of goods (perishable, hazardous, radioactive, animals, etc.) which require special conditions of transportation. (2.4.3)
In this document, there are items:

    
* Transportation of heavy and bulky goods (paragraph 2.9)
    
* Carriage of Perishable Goods (p.2.16)
    
* Transportation of dangerous goods and radioactive materials (p.2.17)
    
* Transportation of livestock (p.2.18)
    
* Transportation and self-propelled tracked vehicle (p.2.19)

1. Heavy and oversized cargo
Heavy load - the place of cargo weighing over 80 kg (base RSE-85, p.2.9.1), large size - cargo, which size and / or form requires the use of special handling equipment, packaging, additional funds, exceed the dimensions loading hatches and cargo compartments of passenger ships. Among the items of goods related to large-sized - pipes, separate equipment, cable drums and reels, coffins, aircraft engines, cars and other goods related to its characteristics, this kind of special cargo.
2. Perishable (urgent) cargo
Special goods whose status or suitability for a particular purpose may worsen as a result of adverse changes in temperature, humidity, or delay in delivery.
Among the items of goods relating to perishable:

    
* Plant foods: vegetables and fruits, berries, citrus fruits;
    
* Animal products: meat and poultry, fish and seafood, chilled and smoked fish, eggs, including incubators, eggs,
    
* Products: oils, fats, frozen fruits and vegetables, meats, canned goods, meat, cheese, dairy products;
    
* Live plants, flowers, seedlings, tubers and seeds;
    
* Live fish stocks: fry, fingerlings, live eggs;
    
* Preserved blood, vaccines, serums, medical and biological preparations, living human bodies, frozen embryos;
    
* Newspapers, magazines.
3. Moist (wet) weight
Special goods containing liquids (except for items classified a dangerous cargo).
Among the items of goods belonging to the wet - the liquid in a waterproof container, food packed with wet ice, fresh, frozen or chilled meat / fish, seafood and vegetables, which may leak fluids, live animals.

Special cargo which because of its strong odor may be taken only packed in waterproof containers sealed in such a way that does not pass any smell.
Among the items of goods belonging to the "fragrant" - fresh skin, essential oils, fresh or salted entrails (intestines).
6. Live animals
Special cargo transportation rules are set in IATA Resolution 620, Supplement A: «Live Animals Regulation» (Regulations for the carriage of live animals), which came into effect from October 1994. Alphabetical list of animals included in the Rules. The term "live animals" includes live animals, birds, mammals, reptiles, fish, amphibians.
7. Dangerous goods
Special cargo, representing objects or substances, which are carriage by air of a substantial risk to human health and property. The list of classes of dangerous goods and their name is contained in the "Technical Instructions for the Safe Transport of Dangerous Goods by Air" ICAO.
8. Art and museum exhibits
Special cargo classified as follows:

    
* Class 1 - Painting on wood.

Transport of perishable goods

2.16.1. Perishable goods such that under normal conditions, ie without proper cooling and maintaining optimum temperature and humidity can easily deteriorate, and therefore requires special storage and transportation conditions.
2.16.2. Perishable goods can be divided into the following groups:

    
* Plant foods: fruits, berries, vegetables, etc.;
    
* Animal products: meat and poultry, chilled and smoked fish, eggs, eggs, etc.;
    
* Products: oil, fats, frozen fruits and vegetables, meats, cheeses, etc.;
    
* Live plants, flowers, seedlings, tubers and seeds;
    
* Live fish stocks: fry, fingerlings, etc.;

2.16.3. The carriage by air are allowed only benign perishable goods that are in transit within the terms stipulated timetable AC or due to the contract, do not lose their qualities.
2.16.4. Perishable cargo accepted for carriage on presentation sender quality permits or certificates prescribed form.
2.16.5. Perishable cargo of animal origin are accepted for carriage in the presence of veterinary certificates (licenses) or certificates.
2.16.6. Of the areas declared under quarantine, the goods may be accepted for carriage on presentation sender quarantine documents.
2.16.7. Quality certificates (certificates) must be issued on the date of the goods and charged sender separately for each consignment. In the certificate of quality and certificates must indicate possible transport of goods. The carrier must refuse to transport perishable goods, if he can not ensure the delivery of them within the time specified by the sender.
2.16.8. If for any reason beyond the control of the carrier of perishable goods can not be shipped in a timely manner, the carrier must immediately notify the sender and the return of his goods and freight.
2.16.9. Transport of perishable goods, as a rule, should be undertaken on the basis of agreements concluded between now and GA senders. These contracts are caused by obligations of the parties and provides a clear order and time of delivery of cargo to the airport of departure, the need to accompany or transport of goods under the responsibility of the enterprise CA, the procedure for checking the quality requirements for carriage of cargo and containers and other issues related to quality assurance and safety of goods during transportation .
2.16.10. When transporting perishable goods without a contract they may be taken to the administration with the accompanying or required sealing of each individual site.
2.16.11. Perishable goods must be packed in standard containers, meet the technical requirements, as evidenced by the certificate of quality.
2.16.12. Perishable cargo from individual citizens can be accepted for carriage with the permission of the head of the enterprise CA.
2.16.13. Transport of perishable goods is usually by direct flights. In exceptional cases, with the prior consent of the airport transfer is permitted to take the carriage of perishable goods with a congestion on the route.
2.16.14. The carrier may sell the goods in the prescribed manner without waiting for the decision of the sender, if the delay in the implementation of goods may lead to their deterioration or complete inability to use them to their destination. On the realization of these goods, the carrier is obliged to notify the sender and recipient.

2.16.18. Perishable cargo carried in passenger aircraft in the amount of 2 tons and above shall be taken only with the guide.
2.16.19. 2.13 Transportation of goods with accompanying

1.1 DEFINITION
Perishable goods are called goods, or fitness for which the original purpose may deteriorate when exposed to changes in temperature or humidity, or delay in transportation.
1.2 ACCEPTANCE
1.2.1. Perishable goods shall be accepted for carriage only if we know for sure that the cargo arrives at its destination in good shape.
1.2.2. The shipper must provide written instructions concerning the maximum acceptable time of transportation and any special required process for processing. These instructions should be indicated in the air waybill and in the field of cargo.
1.2.3. Prior to receiving the carrier must make sure that made all necessary preparations for the journey, including:
1.2.3.1. guarantee that the consignor was told the maximum time before the flight departure, for which the carrier will receive the goods;
1.2.3.2. implementation of any necessary further procedures reservations;
1.2.3.3. assurance that the special processing procedures, such as perezamorozka, accessible and available, if they are specified and required.
1.2.4. Sticker IATA «Perishable goods" shall be affixed to each cargo, and, where necessary, should be a label "Top".
1.3.1. Particular attention should be given to loading of perishable goods to the lower layers are not damaged from the impact of the weight of the upper layers.
Section 2. - Special procedures
2.1. MEAT
2.1.1. Meat should be packed in waterproof material and processed as a wet weight (ASM 345 - "Processing of wet cargo")
2.1.2. At all stages of processing of meat should observe the strictest conditions of hygiene.
2.1.3. Temperature Range: fresh meat - from 00 C to 50 C, frozen meat - below - 12 0 C. (Requires the use of refrigerated / temperature controlled container)
2.2. Hatchery EGGS
2.2.1. Egg incubators should not be stowed near the carbon dioxide (dry ice) (ICE) and cryogenic liquids (RCL). Incubators the eggs must be separated from radioactive materials categories II and III in accordance with the ASM 340 (Handling and loading of dangerous goods).
2.2.2. Temperature Range trunk should be in flight within the range of 100C to 150S and must not exceed 270S.
2.3. FLOWERS
2.3.1.Tsvety should be laid so as to avoid direct contact with the floor and walls of the luggage compartment.
2.3.2. Flowers should not be stowed in the same compartment or a means of packaging, as fresh fruits and vegetables, as ethylene gas released by vegetables, can damage the flowers.
2.4. FRESH FRUIT AND VEGETABLES
2.4.1. When fresh fruits and vegetables are loaded in such quantities that require storage in the means of packing, you should pay attention to the fact that between the packages was airspace. This is particularly important for fresh fruit and vegetables with high moisture content.
2.4.2. Following the compulsory minimum packaging requirements, you need to pay attention to the loading of fresh fruits and vegetables with general cargo.
2.5. SEAFOOD
2.5.1. Fish should be completely closed in watertight containers and handled as a wet weight (ASM 345). Any use wet ice should be sealed inside its own waterproof container.
2.5.2. The temperature range for processing: fresh fish - not above 50 C, frozen fish - not above -120 C.
(This will require the use of containers with cooling / temperature controlled.)
2.6. Vaccines and medications
2.6.1. Short-lived radioactive isotopes should be handled with the utmost urgency and in accordance with the ASM 340 (Handling and loading of dangerous goods).
2.6.2. Live human organs / blood (LHO) needed to save lives, should be handled with the utmost urgency.

  1. It is really important to have transportation dangerous goods training for those involved in handling different cargo as there will be those goods that can be dangerous. Educating the workers on things like codes and symbol will definitely help them know how to properly transport those goods and cargo thus avoiding accidents and mishaps.
